Croatia's only full tram network runs through the city. Buy before you board and stamp a paper ticket once, at the machine by the front door. Only the buses make you think about zones.

Taxi and ride-hailing (autotaksi)

The city caps no taxi fares, so each operator sets its own tariff. In exchange the law makes the price visible before you ride: a metered car posts a maximum fare on its door, an app shows a maximum price and route.

    The app's figure is not a binding ceiling yet

    A law amendment in force since 15 July 2026 requires that, when you book through an app, the maximum price and the planned route appear on your own device before you get in. Confirming the order counts as accepting those terms. But the platforms themselves have until 15 January 2027 to comply, and Bolt's own support pages still explain that the final price can differ from the estimate because of traffic, weather or roadworks. During this transition, then, whether the figure you see is a ceiling or an estimate may vary from app to app. Screenshot the price and the route before you confirm the order.

    You can book by app or by phone, or take one at a rank - but ordering leaves you with agreed terms and a record.

    At the airport, board at the arrivals rank
    The rank is beside the Arrivals Meet & Greet on the ground floor; ignore anyone touting inside the terminal.

    Check the car's markings before you get in
    Only get in where the roof TAXI sign, taxi plates, the front-door maximum-fare notice and the driver's card inside are all there.

    Confirm the meter or the app's terms
    With a meter, check the posted tariff and that it starts. In an app, read the maximum price and route before confirming.

    Take the receipt when you get out
    Operators are required by law to issue a receipt - it is what identifies the car and the driver if you complain.

  • The front-door price notice is your only yardstick

    Read the front door before you get in. A car working on a meter must carry, on the unglazed part of its front door, a heading in Croatian and English announcing the maximum price for a comparable ride of 5 kilometres and 15 minutes, with the amount in euros below it in bold digits at least 70 mm tall. The city sets no fare ceiling and is barred by law from limiting how many licences it issues, so with fares free that figure is the only common yardstick you have for comparing one car with another. Skip any car where the notice is missing, unreadable, or has no amount on it.

  • Skip cars with no driver's card on display

    Don't ride in a car with no driver's card on show. A taxi driver must display the card inside the vehicle while driving, positioned so passengers can see the whole front of it, and the card carries a QR code that verifies it is valid. The law also forbids a ride-hailing platform from passing an order to a driver who does not hold a valid card. A missing card means one of the conditions upstream of your ride may not have been met.

  • Which cards work varies by car; cash always does

    Which cards work varies from car to car. The airport lists the payment methods its taxis take and then warns, in its own words, that some brands are not accepted by every vehicle and that riders should check on the spot before accepting a ride. Cash is the one thing every operator takes, so carrying a little of it keeps you out of trouble.
